Governing Body meetings

Introduction

NHS Greater Preston CCG’s Governing Body holds regular meetings. These meetings are held in public because we are committed to being open and transparent about our decision-making.

The next meeting will take place on Thursday 29 March 2018.

Location: Galloway's, Howick House, Howick Park Avenue, Penwortham, Preston, PR1 0LS

Time: 1.30pm

Meeting papers and agenda will be available closer to the time.

Governing Body meetings

Members of the public or other interested parties who would like to attend the meeting are asked to contact the Corporate Services Team to book a place by emailing csrccg.corporateservices@nhs.net or by calling 01772 214 346 - this is so we can ensure that we have enough capacity in the room.

When booking your place, please also let us know in advance if you have any particular access needs or communications support, for example, wheelchair access or a hearing induction loop.

The duration of the meetings is subject to change and there will be no scheduled breaks. All members of the public who attend will be directed to the building facilities. Anyone wishing to leave the meeting to use the facilities is welcome to.

Participation

Please be aware that these meetings are business meetings, and are held in a public forum so that anyone can observe the issues, discussions and decisions - they are not consultative meetings, but we do welcome questions from the public at the end of the meeting related to the items that have been discussed on the agenda.

You are welcome to make notes during the meeting, however, photography, filming or audio recording is not permitted.

Asking questions

If you would like to ask a question before the meeting, please contact the CCG’s Corporate Services Team on csrccg.corporateservices@nhs.net or call 01772 214 346 at least 3 working days before the meeting takes place.

Questions may be submitted by local residents and patients registered with a member GP practice. The questions should relate to the responsibilities of the CCG.

Any questions and issues relating to the individual care you or a family member has received should be directed to the relevant provider or the CCG’s Customer Care Team.  The Governing Body cannot comment on specific issues relating to individual patients.

Complex questions or those that need particular research, data retrieval or information analysis may be deferred and answered at a future Governing Body meeting, or responded to directly to the requestor in writing, either as an enquiry response or as a Freedom of Information request.

The decision of the Chair of the Governing Body on whether to accept a question, and how it should be answered, is final.

The maximum amount of time for any one individual to raise a question or speak on a topic is three minutes. This timeframe helps to ensure that all of those who wish to speak are given a fair opportunity to do so.

If the number of questions raised exceeds the time allocated, questions will be taken on a first come, first served basis, and any remaining questions subsequently addressed in writing.

There are some grounds on which the CCG may not accept a public question, which include, but are not limited to:

  • If the financial cost and/or the amount of staff time taken to deal with the question is unreasonable.
  • If the question has previously been answered by the CCG in the last six months and is already in the public domain.
  • If the answer could prejudice a criminal investigation or commercial confidentiality.
  • If the answer relates to personal data, which if released would be contrary to the Data Protection Act.
  • If the question is vexatious in nature.

Governance of the meetings

Governing Body members will have been provided with copies of the agenda and papers at the same time they are published on the CCG’s website, and will therefore have had the opportunity to consider the papers prior to the meeting.

The Governing Body will consider the items on the agenda in turn and each paper includes an executive summary (cover sheet), which makes recommendations for the meeting to consider. For some items there may be a presentation, whereas for others this may not be necessary.

The members may not actively discuss each item in detail; this does not mean that the item has not received careful consideration but means that the members have no further questions on the matter and do not wish to challenge the recommendation(s).

A formal vote will not be taken if there is a general consensus on a suggested course of action. As the meetings are not public meetings, but meetings held in public, members of the public can observe the business of the meeting but cannot take part in the debate, unless specifically invited to do so by the Chair.

Exceptionally, there may be items of a confidential nature on the agenda of a meeting. If this is the case, the Chair may determine to exclude members of the public from discussions on such agenda items.
